This adjudication scheme covers the informal administrative hearing procedures for debt collection by administrative offset against a person, organization or entity (i.e., not by salary offset against a Board employee). This procedure is largely confined to a non-adversarial system of "review within the Board" when a debtor contests the Board's determination of the fact and amount of a debt. See 22 CFR 512.9 - 512.10.
