Per 12 CFR 797.7(d), the debtor may request an oral hearing, though NCUA is not obligated to provide one (see also 12 CFR 797.20(b)). In the event an oral hearing is provided, it "is not required to be a formal evidentiary hearing, although NCUA shall document all significant matters discussed at the hearing."
The hearing official maintains a summary record of the oral hearing, should one be held.
An oral hearing can be required by 12 CFR 797.7(d), or under 12 CFR 797.21 if the hearing official determines that the matter cannot be resolved by an examination of the documents alone.
