This scheme sets forth the administrative enforcement procedures that the Department of Transportation will follow when there is an allegation that a former employee of the Department has violated 18 U.S.C. 207. See 49 CFR 98.1. That statute generally prohibits former federal employees making communications or appearances before federal agencies or officials with the intent to influence their decision on a particular matter in which the employee participated personally and substantially during his employment. See 18 U.S.C. 207 and 18 U.S.C. 216.
