Grantee institutions, including institutions of higher education, hospitals, other non-profit organizations, commercial organizations, and state, local, and tribal governments may appeal certain post-award adverse grant administration decisions by SSA officials in the administration of discretionary grant programs. The grantee first appeals to the Associate Commissioner for the Office of Acquisition and Grants from an adverse decision made by the Grant Management Officer, and may finally appeal to the Commissioner should the Associate Commissioner also make an adverse decision.
