This scheme involves taxi permit appeals.
Cases arise when the public, MWAA employees, or taxi dispatchers complain about a taxi driver. A "taxicab official" presides over the complaint management process, and can dismiss the complaint, issue a reprimand, or recommend suspension or revocation of the driver's Airport Taxi Operator Permit. Next, the Airport Manager, after providing notice and opportunity for a hearing, may suspend or revoke the permit. Any person aggrieved by the Airport Manager's decision can appeal to the MWAA President. The President may affirm, modify, or rescind any action previously taken. The President's decision is final (MWAR ยงยง 5.10 - 5.15).
Comments/Notes on Adjudication Structure:
Although a "taxicab official" may issue a reprimand, dismiss the complaint, or recommend suspension/revocation, this reprimand is not an adjudication for the purposes of this Project. Therefore, the Airport Manager's decision is considered the "hearing level," with the President's final decision representing the "Appeals 1" level.
