This scheme sets out the GSA's procedures for suspending or debarring persons participating in nonprocurement programs (i.e., not procurement contracts for good or services). This primarily includes financial assistance such as loan guarantees, subsidies, cooperative agreements, scholarships or grants. See 41 CFR 105-68.970; see also 41 CFR 105-68.210. Executive Order (E.O.) 12549 requires Executive departments and agencies to participate in a government-wide system for nonprocurement debarment and suspension, and to promulgate regulations establishing the procedures to be used in prosecuting such cases.
