Informal scheme to adjudicate proposed Department of State actions to suspend or debar contractors under the Federal Acquisition Regulation (FAR) system (which establishes uniform policies for the acquisition of supplies and services by executive agencies) and DOS regulations. (See 48 CFR pt. 609 (DOS regulations); FAR 9.406-3(b); 9.407-3(b)). (The Federal Acquisition Regulations are set forth in Title 48 of the Code of Federal Regulations.) As provided in DOS regulations, the agency's suspending/debarring official for procurement-related actions is the Procurement Executive. (48 CFR 609.407-3(c)-(d))
