Brief Description of Case Type: 
Proceedings providing formal public hearing on marketing orders proposed by any organization certified under FMPA, an interested person affected by FMPA, or the Secretary. The FMPA provides for a national fluid milk processor promotion program to develop and finance generic advertising programs to maintain and expand markets and uses for fluid milk products. Additionally, affected parties may also petition for modification/exemption from existing orders based on allegations that an order "is not in accordance with law." Lastly, section 6411 of the FMPA authorizes the Secretary to impose civil penalties against violators or to issue cease and desist orders.
