Brief Description of Case Type: 
Proceeding in which the respondent may contest a Notice of Debarment from government-wide nonprocurement activities (such as grants, cooperative agreements, scholarships, loans, subsidies, etc.). Debarments are intended for serious matters such as: violations of law (e.g., fraud, forgery, tax evasion); violations of public agreements that affect the integrity of an agency program; failure to pay debts to a federal agency; certain violations of the Drug-Free Workplace Act; or other matters of a "serious or compelling nature" that affect present responsibility. Debarment length is based on the seriousness of the offense, but generally is not more than 3 years unless warranted by particular circumstances. Suspensions have government-wide effect and are reported to the Excluded Parties List System (EPLS).
