"The Secretary shall direct the [government sponsored entities] to take one or more remedial actions, including suspension, probation, reprimand or settlement, against lenders found to have engaged in discriminatory lending practices in violation of the Fair Housing Act or Equal Credit Opportunity Act." 24 CFR 81.46.
