These cases concern claims for money damages arising out of contracts and grants authorized by the Indian Self-Determination Act. That legislation authorizes the Secretary of the Interior and the Secretary of Health and Human Services to enter into "self-determination contracts" with Indian tribes or state government entities to promote the education, medical attention, agricultural assistance, and social welfare of such tribes. See 25 U.S.C. 450f(a) (citing 25 U.S.C. 452). The Act makes the Contract Disputes Act applicable to self-determination contracts, with cases being appealable to the Interior Board of Contract Appeals (the Interior Board of Contract Appeals no longer exists; its functions were transferred to the CBCA in January 2007).
