Enforcement proceedings against manufacturers, dealers, sellers, importers, and other persons for violation of rules or prohibited conduct under program to control emissions from marine compression-ignition engines under the Clean Air Act. Non-monetary penalties may include: suspension, revocation, or voiding of manufacturers' certificates of conformity; issuance of recall orders; and, issuance of injunctions preventing sales of engines "still in the hands of manufacturers." Civil penalties range from $2,750 - $32,500 per violation or day, depending on the type of violation. Maximum penalty may not exceed $270,000 unless Administrator and Attorney General jointly determine that larger penalty is appropriate.
