Informal proceedings providing an applicant with the opportunity to seek administrative review of ruling by Department of State (DOS) Attestation Officer that denied certification of audio-visual materials did not fall under coverage of the Beirut Agreement of 1948. (Note: The Beirut Agreement is intended to promote the free flow and exchange of scientific and educational material between nations through elimination of import and customs duties on such materials. DOS authenticates/certifies both import and export audio-visual materials as covered by the Beirut Agreement (i.e., eligible to receive favorable import/customs treatment)).
