Proceeding in which the respondent may contest a Notice of Debarment from government-wide procurement
activities. Debarments are intended for serious matters such as: violations of law (e.g., fraud, forgery, tax evasion);
violations of public agreements that affect the integrity of an agency program; failure to pay debts to a federal agency;
certain violations of the Drug-Free Workplace Act; or other matters of a "serious or compelling nature" that affect
present responsibility. Debarment length is based on the seriousness of the offense, but generally is not more than 3
years unless warranted by particular circumstances. Debarred parties are placed on the government-wide list of
excluded parties.
