Debarments are intended for serious matters such as: conviction or civil judgment for fraud or other criminal offense in connection with obtaining or performing a public contract or subcontract; violations of antitrust laws related to submission of offers; commission of other enumerated offenses (e.g., embezzlement, theft, forgery, falsification of records, tax evasion); or commission of any other offense indicating a lack of business integrity or honesty. Debarment length is based on the seriousness of the offense, but generally is not more than 3 years unless warranted by particular circumstances.
