Brief Description of Case Type: 
The Port and Tanker Safety Act authorizes the Secretary of Transportation (among others) to issue regulations concerning the safe transit of vessels in U.S. ports and waterways. The Secretary has delegated that authority to the Saint Lawrence Seaway Development Corporation insofar as navigation of the Saint Lawrence Seaway is concerned. See 49 CFR 1.101. The Act authorizes the collection of civil penalties from those who violate the regulations (e.g., those regarding vessel dimensions and speed limits).
