Comments/Notes on Adjudication Structure: 
NOTE: This scheme requires the use of ALJs even though no ALJs are employed by the Department of Commerce. However, along with the Bureau of Industry and Security the Office of the Secretary uses ALJs from the Coast Guard to oversee APA hearings. Though cases are referred to ALJs at the Coast Guard ALJ Docketing Center, the Hearing Office should be the General Counsel as the Coast Guard has nothing to do with these cases other than providing ALJs and the General Counsel will be better able to provide the information for this scheme.
