This is the general scheme by which the Postal Regulatory Commission processes complaints. These complaints can come from a variety of sources, including: employees, labor groups, customers, etc.

Comments/Notes on Adjudication Structure:
Complaints are first filed and heard in the Office of Secretary and Administration by a hearing examiner who issues an "intermediate decision." If a party is unsatisfied with the intermediate decision, they may appeal the decision to the Postal Regulatory Commission.
