Proceedings related to suspension, debarment, or removal actions by the LSC Office of Inspector General against Independent Public Accountants (IPAs) who audit grantees and contractors receiving LSC funding based on a number of enumerated factors. (45 CFR Part 1641)
Comments/Notes on Adjudication Structure:
LSC regulations specify that the OIG Legal Counsel serves as the deciding official on covered debarments, suspensions, and removals of IPAs. IPAs may request an informal (oral) conference with the deciding official. Additionally, in cases involving debarment or removal, the deciding official may, at his/her discretion, conduct an oral (in-person) hearing to resolve genuine disputes of material fact.
