This scheme provides for an owner requested review of a HUD decision to reject (or conditionally approve with modifications) a Restructuring Commitment or Plan for the Mark-to-Mark Program (M2M) under the Multifamily Assisted Housing Reform and Affordability Act of 1997 (MAHRA). (MAHRA allows the restructuring of mortgages and reduces Section 8 rents for older FHA-insured properties that also have project-based rental assistance.)
M2M regulations do not specify the designated HUD official to hear the appeal, other than to note it will be an individual who "neither was directly involved in, nor reports to another directly involved in" the decision being appealed. (24 CFR 401.651(c)).
